Introduction

首先,寻找题目陈述中的共同点作为背景陈述的内容:Governments’ expense of money on housing is certainly necessary. 然后,引出题目的争论:However, there is a dispute about in which specific matter, providing new housing or preservation of old homes, the money is better spent. 最后,明确自己的立场/选择: To end the disagreement, we should make people aware of the multiple benefits of new homes.

Body

不但句子之间可以建立明显的联系,段落之间也可以,尤其是在写作时通常会忽略的introduction和body之间的联系。

Para. 1

The immediate benefit is that new homes are to accommodate cities’ and towns’ growing populations, predominantly the more and more new settlers. 不用for example/instance也可以引导例子:This is the case of the city where in live. Every year, thousands of immigrants move to the city, making new housing an urgent need. 段落的关键信息处,可以设计长难句:In either the case that the new comers move in new housing or the case that they settle in second-hand apartments, whose previous residents find other housing, the need for new houses or apartments precedes the preservation of old homes, since no matter how well preserved the old housing is, it cannot accommodate the addition. 递进一句,把个例扩大:In fact, my city is not the only case but among many such cities. 

Para. 2 (Version 1)

A further benefit ← further是就immediate而言的,从而形成了段落之间的关系 is that new housing may, in multiple spheres, revitalize the whole neighborhood in which the buildings are or develop the general area. With new buildings erected, the surroundings will be improved. For example, infrastructure, such as roads, and other facilities, such as malls and markets, will be constructed. Meanwhile, the new residents’ consumption increases the area’s commercial activity, creating a new hub of businesses. This can hardly be achieved by the maintenance or renovation of old buildings or homes, which may benefit the buildings alone and barely create new retail needs. My neighborhood is exactly the case, and so are the neighboring areas. 

Para. 2 (Version 2)

Meanwhile, the benefits of building new housing are beyond // are not limited to providing housing. When new housing is planned, the general area in which the housing will be built is also planned; thus, the building will not stand alone, and instead, in the area, there will be infrastructure and other facilities constructed or revamped. If the area is an old neighborhood, it will be revitalized; if it is a vacant land, it will be utilized. The contrary is that the preservation of an old building may benefit that building alone. The interior of the building may be renovated and the exterior painted, the while neighborhood however remains poor. 

Para. 3

Admittedly, the preservation is not unnecessary, particularly when the buildings suffer from major safety hazards. In addition, the preservation of an old one obviously costs less than the construction of a new one. However, if the dangerous problems are too significant to be fixed or removed, it makes more economic sense to abandon the building than to preserve it. This is because the small cost of repairs each time will add up to a colossal sum that will however hardly bring proportional rewards. On the contrary, building new housing is a good deal. ←信息量不丰富的句子,干脆就在形式上也简单。 New structures that use environment-friendly material and energy-conservation technology and have safe designs may incur lower ongoing costs and generate profits.
